Rates on 30-year mortgages fell for a second straight week last week to the lowest since early January. Mortgage giant Freddie Mac reported that 30-year, fixed-rate mortgages averaged 6.18 percent last week, down from 6.22 percent the prior week. The decline pushed rates to the lowest since 6.18 percent on Jan. 4.
