WASHINGTON ? Rates on 30-year mortgages rose slightly this week, reversing last week’s decline. Mortgage giant Freddie Mac reported Thursday that 30-year, fixed-rate mortgages averaged 6.30 percent this week, up from 6.28 percent last week. The drop last week had been the first for rates since early December.
