WASHINGTON —Mortgage rates resumed rising this week as financial markets became more convinced the Federal Reserve will boost interest rates again. Freddie Mac, the mortgage company, reported Thursday that rates on 30-year, fixed-rate mortgages averaged 6.63%, up slightly from 6.62% last week, and a full percentage point above the average a year ago.
