WASHINGTON —Mortgage rates have risen for a second straight week. Freddie Mac said Thursday the average for 30-year, fixed-rate mortgages is up to 5.66 percent, compared to 5.62 percent last week. The rise comes after dipping to the lowest point in 14 months. A year ago they averaged 6 percent.
